Check the /var/log/message and /var/log/secure on the SSHD server while trying
to connect to it from the machine that is refused:
on the SSHD server, do
$> tail -f /var/log/message /var/log/secure
Then try to connect from the other machine. What do /var/log/message and
/var/log/secure say?
