why doesn't my /etc/mail/access file seem to work?

hello,

there are a few known invalid email addresses that are constantly sent
spam and i'd like to block them at my filter (i.e. sendmail).

i've added the following entry to my /etc/mail/access file *and*
restarted sendmail but still the emails get through.

To: name@xxxxxxxxxx	REJECT

is there something else i need to be doing that i am leaving out?
