Other staff 60 users (IP range 10.0.0.41-100)
1 Linux box with squid working as gateway

Divide bandwidth in two pools. Management pool get minimum of 8Kb and other staff pool get maximum of 4Kb.
Question:

How i can do that?
Do i have to use cbq?
If i have to use cbq then how to configure cbq to perform above task?
Is there any other way to do that?

Yeah, that seems the way to go.
See the howto at: http://www.lartc.org/
A lot of examples in that doc.

However, I can't seem to actually make it work.

PD: I'd give more bandwidth to the other group, they'll probably need it more ;)
