No, because depending on what version of apt-rpm you refer to, it either
calls rpm or uses rpmlib, which leads back to the same code base.

An RPM update for RHL 8.0 which improves the behaviour can be found here,
though:

  http://download.fedora.us/patches/redhat/8.0/i386/RPMS.stable/
