Just to add to this. I realized that it must be CD since it will be a network install and I won't be able to put in other CDs. Just someone to put in a single disk. So unless I can fit all my network drivers and such on 1 floppy, its all CD.
 
I did try modifying the CD-ROM, but its fighting me.

I need to make a boot disk that will boot into a serial install. Basically, automatically goto "linux serial" instead of the default install routine.
 
Any suggestions on how to go about this? CD-ROM or floppy is acceptable.
