There is no kernel parameter for this in 2.4.  As long as you're running
an smp kernel, and the BIOS presents all the 4 CPUs (2 physical with 2
logical CPUs each), the Linux will see and use all 4.  

Your comment about "in Intel XEON it is by default" doesn't make any
sense.  The chip - that is, the Xeon - will always present the logical
CPUs.  The BIOS can then turn that off and that's what you need to
double-check.  Have you in fact verified your BIOS settings?
