Have you tried stopping iptables?
"service iptables stop" or "/etc/init.d/iptables stop"
Test connectivity with iptables down. If succesful, allow port 21
connections through iptables and restart.

Also, should this not help, verify that it is only Windows that cannot
connect. I would suspect that you have chosen a misleading subject. From
your description, it sounds like your FTP is allowing local connections
and denying remote connections. Doesn't sound like it's OS-specific...
