The short answer is no.  There are hacks out there that mostly work, but
they're not secure.  It's apparently not a high priority for the openssh
team (that's not a criticism - everybody has to set their priorities
somewhere).

There's no reason why you can't chroot with vsftp or wu-ftpd.  That's a
different problem from an interactive shell.
