Trouble with GRUB and multiple HD's

Hi Everyone,

Here's my setup

hda = /export
sda, sdb = software raid for mirroring the root fs

Since the cheap SCSI card I have doesn't have a self-contained BIOS and my MOBO
BIOS only allows for IDE/Floppy boot I am trying to install GRUB onto the first
(and only) IDE harddrive [/dev/hda] on the MBR.

Grub should then boot using files located on /dev/sda1.

Unfortunately, this isn't working. GRUB throws an "Error 21" when loading stage 1.5.

>From what I read of the GRUB manual I believe that this should work. Can anyone
say otherwise or tell me what I'm doing wrong?

Here is an excerpt from my grub.conf:
title Red Hat Linux (2.4.20-28.9)
        root (hd1,0)
        kernel /vmlinuz-2.4.20-28.9 ro root=/dev/md0 hdc=ide-scsi vga=791
        initrd /initrd-2.4.20-28.9.img
