Correct me if wrong, but I think the proper command would be

 	Mkfs -j /dev/sdb1 

Adding the journal makes it an ext3 filesystem.

Does any one know how to create ext3 file system on Redhat Advance 
Server 2.1?

when I do 'mkfs -t ext3 /dev/sdb1' I get the following :
mkfs.ext3: No such file or directory

Any help is well appreciated.
