Once set, a non-root user may only decrease her hard limit. So if user "sally" has a hard limit of 300 processes and uses the "su" command to switch to user "jeff" who has a 500 process limit, she will still have a limit of 300. So to answer your question, hard limits are not increased with limits.conf. Its primary purpose is to set initial limit values when none have yet been set.
