what is in your /etc/fstab? (this is most likely where your problem lies)

incidentally, the command you quote above should be 
"mount proc /proc -t proc" 
(note the missing / on the first 'proc')

if you are unable to boot to fix this then use your first install disk:
type 'linux rescue' at the boot prompt, let the rescue system mount your 
installed RH system partitions and then...
you should be able to edit your system fstab file under
/mnt/sysimage/etc/fstab using  vi
one you have done this try booting again
