check your http.conf for an 'allow,deny' setting for that directory and make sure you don't have a .htaccess file in there. If you do check the file and make sure it's not blocking anything. There is also the rights  on the directory itself and the 'allow index view' or something in the http.conf file. Just a few things to check off the top of my head.

I am getting this error even when I am trying to configure apache, I have searched on google I found a lot of posts on it but I am still not able to get it working.
