I'm betting you installed the kernel SRPM, not the kernel-source RPM. 
Source rpms (SRPM) end in *.src.rpm and install the source tarball and
spec into /usr/src/redhat.  They are used to build the binary RPMs. 
Rather, you want to install the kernel-source RPM.
