Sometimes X will return an error that says something about "the monitor doesn't have enough lines for this resolution" when this problem occurs, but most of the time X refuses to start. I just fixed this on a similar Latitude last week is why I this is fresh on my mind. The Dell notebooks (like most these days) use Samsung LCD panels that emulate a tube for the video chipset than causes X to misidentify the monitor's possible resolution settings. These panels must run at 1400x1050 or higher to display properly, and usually this resolution isn't listed in the /etc/X11/XF86Config file. Simply add it in the two places where resolution is stated near the bottom of the file and restart X. It should start up without any issues.

This is a known, but not widely published issue, that I found following an email thread of someone else having a similar problem.
