Custom AS2.1 kernel problems

I have RH EL AS2.1 installed on a Dell 2650 Dual Pentium machine with a
hardware Raid controller and an Emulex Fibre HBA that acts like a SCSI
card.  I need to use a custom kernel for the HBA.  I didn't have any
problems building the kernel, all seemed to go well.  I'm using
2.4.9-e.30 as my source.  I built the kernel as an rpm, installed it and
it won't boot.  I've done this a dozen times using RH8.0 and RH7.3
without issue.  The error messages it gives me is that it can't find my
root fs, it's not where I say it is.  I know the boot order from SCSI
devices is dependent on the compile order and it appears to be in the
proper order and the kernel finds both the SCSI raid controller, even
says their are two volumes/arrays on it, and the HBA but then can't find
the drives as /dev/sda?.  Can anyone help?
