Querry with pam_issue configuration.

Hi Freinds,
    I was just tweaking with Pam and try to explore it. I added the following entry into my
 
/etc/pam.d/login file.
auth    optional   pam_issue.so
 
Now the problem is my box does'nt allow me to login at first attempt. what i have noticed is if I specify a wrong Username/Password combination and then entering my box everything works fine. Also one thing I have noticed if no configuration change has been made and if I enter bad username/password combination only "localhost login :"  was repeated but after making changes to the file contents of /etc/issue is also repeated as expected by the system does not login on first attempt I have explicitly try a bad password before loggin in.
 
Can anyone guide y its so????
