Sounds like a permission problem. :-)

Have you checked and/or changed the following permissions?

[scowles@voyager sendmail]$ ls -l /etc/aliases*
-rw-r--r--    1 root     root         1360 Apr 19  2003 /etc/aliases
-rw-r-----    1 smmsp    smmsp       12288 Jul 19 07:17 /etc/aliases.db
