Hi Jim,
the Linux quota works on file systems, not directories, so i expect the best 
solutiion is to write a script and run in sytem cron. It would just need to 
look for files over a certain size. If over, you could start by sending them 
a "reminder email" to clean things up, later, if still reported,  lock the 
user out from reading by changing owner and send user email, or what ever 
your need to do.
