You've got a couple of choices:  

SSH Communitation Security (http://www.ssh.com/products/), Windows SSH/SCP
GUI - Commercial 
F-Secure (http://www.f-secure.com/products/ssh/), Windows SSH-SCP GUI -
Commercial 
PuTTY (http://www.chiark.greenend.org.uk/~sgtatham/putty/), WIndows
console-based SSH - Free
WinSCP (http://winscp.sourceforge.net/eng/), Windows SCP/SFTP GUI - Free

We want to transition our users from telnet/ftp to ssh/sftp.
We currently use kea vt which provides a pretty good set of tools for
telent/ftp etc.
Is anyone aware of a windows package that bundles ssh/sftp protocols and
that offers
a gui?
