Top Not Accurate

Hello all,

I just upgraded my Red Hat 9 to the new 2.6.0-0.test9.1.83 kernel and I
noticed that the TOP CPU %'s just don't match what is actually being used.
I can verify this using a stats command in another application that I use
that measures CPU usage. Now, I updated my procps package to
procps-2.0.17-1 but that was even worse and even the TOP app now shows 99%
CPU utilization. Is there something that I'm forgetting to install for
this new kernel version. I have updated my modutils, initscripts,
mkinitrd, and nfs-utils packages as per the web page where I got the
package from.
