two user related questions...

How do you set which commands a given user on a system will have access 
to? For example, I just installed MTR, so how to allow this into use by 
a given username on the server besides root?

Also, is there any way to set the template for what new users get 
created with, i.e., what goes in their bashrc, disk quota, etc.? Thanks!
