iptables problem

I checked /etc/sysconfig/iptables file. There is a line like this:
:RH-Lokkit-0-50-INPUT - [0:0]

Is it a new chain? what's the meaning of the last '- [0:0]'??
Why there is no '-' in the three built-in chains?
