Thanks Cameron,

Should the pserver on both machines be stopped first, then copy the
repository tree, afterwards restart the newly populated cvs pserver?

I presume you mean the Repository tree, not a checkout.
Just copy the tree! All the history's in the files themselfs, so nothing
will be lost.
