It can't be.  You might be able to get an eval copy from Red Hat Sales.

You could have downloaded the taroon beta and it might still be
available, but there are about a 100 fixes since beta 2 and the final
release.

RHEL WS is Red Hat Professional Workstation, so for about $82 plus
shipping (buy.com) you can get a copy of RHEL WS which includes a full
year of updates.
