What you're describing is very much an in-house custom application, integrating a web-based front-end with a combination of kickstart methods (pxeboot/nfs/ftp/etc). I have this at one of my sites. The interface allows us to choose hardware type, network options, etc., while we append our own custom application package installations to the %post section of the kickstart.
