I have 128 KB lease line connected with firewall (RHL 8), behind the firewall there are SMTP server, WWW server and FTP server. How can manage, so user can only download files from FTP server with Max 64 KB/s, so I still have 64 KB for SMTP and WWW server.

Most FTP server software in Linux (perhaps all) has the capability to limit download speeds by various criteria. Perhaps your AS/400 software has the same capability?
