How can manage, so user can only download files from FTP server with Max 64
KB/s, so I still have 64 KB for SMTP and WWW server.

Firewall (RHL 8.0, SQUID Installed)
FTP (AS/400)
SMTP (Lotus Domino R6)
WWW(Lotus Domino R6)

Most FTP server software in Linux (perhaps all) has the capability to limit download speeds by various criteria. Perhaps your AS/400 software has the same capability?
