No, the problem is specific to C++. It isn't even specific to open-source, it's specific to C++. Other non-open-source C++ compilers have the same problems. You don't have the same problem with C. You don't have the same problem with objective-C, you don't have the same problem with Python, and you rarely have the same problem with Perl (there were a few versions that broke binary compatibility, I believe, but not many). When you have a constantly changing standard that few know even how to _interpret_ right, it's hard to create a stable API from that.
