For linux, check out Quanta for Web development (HTML) and PHP. Seems pretty 
cool although I don't use it much. You'll get a lot of recommendations, just 
try which one you like best.
Search google for "Linux PHP Editor".

take a look at asp2php. 
I never use it myself so I can't say anything more about it. Just one of the 
things I've heard.
