I don't believe this can be done with file perms only.  You could set a
dir so that only the owner of a file can delete it but I suspect that
ftp uploaded files are all owned by the user ftp runs as.  I believe the
functionallity is nore a feature of the ftp server you are using check
out man ftpd for more info on this sort of stuff.
