Strange problem...

Try editing the /etc/passwd and /etc/shadow and /etc/group files 
manually.  Which sucks if you have lots of users, but ok for a few.

ps: the other poster is correct; your syntax is backwards, but 
'usermod -l Sue sue' still doesn't work...
