Same results when I try to install xfsprogs-3.1.1-14.el6.x86_64.rpm

I wrote about this issue in 2011:

However, you CAN install the xfsprogs and xfs* packages from the CentOS repositories. The downside, every time you like to update the system, you will have to update manually. The way we solved this was to make our own repo for the xfs utilities and we always snap them from CentOS.

I can also confirm, as already pointed out, that RHEL7 has it by default as part of the rhel-7-server-rpms/7Server/x86_64 repo.
