Create an "OU group" only for admins and a "OU group(s)" for 'others'.

Allow access for the admins' OU group to the servers.

For better administration also create an OU for your servers.

As long as you do not configure 'others' to give access to the servers,
they are not allowed to login.

There are a lot of howto's and docs for setting up a ldap server and tools to help you.

PS. in case of security do not allow direct root-access to you servers and use sudo.
