'powerdevil' seems to be part of the 'kde-workspace' package. Online docs for it seem to be here: http://userbase.kde.org/Power_Devil As it says, go to 'System Settings->Hardware->Power Management'. Mine has the 'display Brightness' box unchecked (not sure if that is relevant).
