[PATCH rcu 9/9] rcutorture: Make scenario TREE07 build CONFIG_PREEMPT_LAZY=y

This commit tests lazy preemption by causing the TREE07 rcutorture
scenario to build its kernel with CONFIG_PREEMPT_LAZY=y.
