When Z. qiang first talks about the NMI issue, he means the update
code will acquire jiffies_lock raw spinlock, which causes deadlock.

ktime_get() is another story, when we say it is not NMI safe, we don't
mean deadlock because it doesn't acquire spinlock. We just mean that
it may get a wrong value because jiffies update is not an atomic
operation. But in practise this is also not a problem, because the
only caller of rcu_cpu_stall_reset() in NMI context is in
arch/x86/platform/uv/uv_nmi.c, and X86_UV depends on X86_64 so the
jiffies update is atomic in this case.
