Thats simple to explain, they use 32G = 32.000.000.000 Bytes, which
translates to 29,8 GByte (based on 1024).

Not so. I notice the same. the OP says the disk reports 29.260GB (decimal) and 27.3GiB (binary).
In other words, it is below the claimed 32GB (decimal).

I have a few small USB disks that show the same issue.
	SanDisk Ultra USB 3.0 Flash Drive 64GB
fdisk reports as
    Disk /dev/sdj: 57.9 GiB, 62109253632 bytes, 121307136 sectors

and
	SanDisk Ultra Fit USB 3.0 Flash Drive 32GB
fdisk reports as
	Disk /dev/sdj: 28.7 GiB, 30752636928 bytes, 60063744 sector
