For anyone reading this it has been solved in thread
100% volume limit bogus

What is causing this and how can I fix it,
From my keyboard controlls Volume only goes up to 63%.
Even using the mouse to drag the volume gets stuck at 63 %.
Obviously there must be another volume control inbetween pulseaudio and
the source as a possible explanation..
