The tarball is bad, building fails with the supplied configure script
when gsettings is enabled:
https://bugs.freedesktop.org/show_bug.cgi?id=107239

Passing --disable-gsettings to the configure script works around the
problem, or if gsettings support is needed, the configure script can be
regenerated with the bootstrap.sh script.

We'll need to release a new tarball, and I think we should bump the
version number as well so that there won't be any confusion from having
two different 12.1 tarballs. There are no changes needed in the git
repository, so the v12.2 tag will point to the same commit as v12.1.

After creating the new tarball, I'll try to come up with a patch for
the build system that prevents tarball generation when gsettings is
disabled.
