If you read the HFP 1.7 specification, it says, that the audio connection may be initiated from both sides. That does however not mean, that a SCO connection can be set up from both sides. If you take a look at the diagrams 4.19 to 4.21 in the section 4.11 you can see that the actual SCO connection is always initiated from the AG side.
