Not to discourage you, but your issue sounds like an ALSA driver
deficiency, as the volume regulators are usually managed through
ALSA-provided information files.

You may want to cross-post to the ALSA mailing list, or test whether the
various ALSA volumes (alsamixer -c0) do affect your headphone listening
experience.  If PA is not controlling the right know in alsamixer (you
can run pavucontrol and alsamixer simultaneously to verify this) it's
most likely an ALSA information file deficiency.
