You have introduced a new flag, that has to be on by default in order to preserve the old default behavior. But actually it is off by default, and in patch 4 it is off by default. All other flags in this group are off by default, and most of them are named like PA_RESAMPLER_NO_*. So the suggestion here is to rename the flag and invert its meaning, so that we can keep it off by default and thus have PulseAudio fill all the output channels by default, like it does now. Something like PA_RESAMPLE_NO_FILL.
