[PATCH] Added set-(sink|source)-latency-offset commands to pactl and pacmd.

Thanks for the comments! I've updated the docs, changed latency_offset in
pactl to a int64_t, and changed the corresponding calls to pa_atoi() to
pa_atol(). Patch incoming.
