The changes an admin makes on /etc should be preserved on upgrades, while there is no such expectation for /usr, so distributors should probably run systemctl --global enable on install[1]. For a user, both configurations seem to be equivalent. The user cannot disable it, only mask. Or is this understanding wrong?
