[PATCH] pactl: Clean up checking for VOL_RELATIVE flag

VOL_RELATIVE if a bit flag (1 << 4), hence we can simply do
    if (vol_flags & VOL_RELATIVE) ...
instead of
    if ((vol_flags & VOL_RELATIVE) == VOL_RELATIVE) ...
