Setting Pulseaudio Parameter permanently

Hello,

Having skype 4.2 installed on openSUSE 13.1x64 / KDE 4.11, it starts with some noise as soon as you type a message.

This can be avoided by starting skype from the command line, and first setting a parameter:
export PULSE_LATENCY_MSEC=60
skype &

This is honestly not too fancy, and creating a separate script startscript for it neither. Instead I would like to add the export permanently to ... where?

~/.bashrc for interactive shell?
~/.profile for login shell per user?
or in /etc/profile.d/pulseaudio.sh ?
