"User configured server, refusing to start"

Hi.  I'm trying to use pulseaudio to stream the audio from one PC to
another.

On the sender side, I added this to /etc/pulse/client.conf:

default-server = tcp:192.168.2.10:4713

Subsequently, pulseaudio refuses to start:

"N: [pulseaudio] main.c: User-configured server at
tcp:192.168.2.10:4713, refusing to start/autospawn."

I've spent a while googling and the only thing remotely useful I found
was to "check for stale properties attached to X11" with "pax11publish
-d", but there is no output from that.

What can I do?
