The file is parsed when pulseaudio starts. Are you sure "1" refers to
the right sink? And is the "set-sink-volume" at the beginning or at the
end of default.pa?

You could attach your ~/.pulse/default.pa, and the output from "pactl
list sinks" right after logging in.
