For those who didn't notice; it turned out that the file is available 
under LGPL already. Gnulib has just a very awkward way to express that.

I'm now in the process of rebasing my changes on to the latest version 
from gnulib and PA 3.0(-pre). However, I'm facing a problem that PA 
simply quits quickly after starting up which didn't happen when I worked 
on older 2.1 code. Need to investigate...
