how to find out PulseAudio's base rate (44100?) from ALSA?

Is it not possible for applications to provide mmdevapi (or whatever
audio layer they're talking to) samples in their native format/rate?
This really is the ideal case since PulseAudio can take care of trying
to not resample or apply (a possibly more optimised) resampler if
necesssary.
